CHAPTER IV

RECRUITMENT OF OFFICERS AND EMPLOYEES

 


6. Constitution.– The officers and employees of the Board shall consist of the following categories ; namely : -

7. Appointing Authority.– The appointing authority of all officers and employees under the regulation shall be the Board.


8. Method of Appointment.– Appointment to the categories of post specified in column (1) of the table below shall be made by the method specified in the corresponding entry in column (2) thereof.

9. Qualifications.–

(a) Qualification regarding age.– (1) No person shall be eligible for appointment by direct recruitment to any of the categories if he has not completed 21 (Twenty one) years of age and if he has completed 38 (Thirty eight) years of age on the first day of January of the year in which applications for appointment are invited by the Board.

(2) No person who is not a Muslim and is not a citizen of India and is not ordinarily resident in the State of Kerala shall be appointed to any of the posts in the Board.

(b) Other Qualifications.– No person shall be eligible for appointment to any of the categories in column (12) of the table below unless, he possesses the qualification specified in the corresponding entry in column (2) thereof:-

C.A. or B.Com. degree from a recognised university.

Senior Stenographer

3 years experience in the post of U.D. Stenographer.

8.

U. D. Stenographer

3 years experience in the post of L.D. Stenographer.

9.

U. D. Clerk

Pass in with MOP and Account Test Lower, Pass in Wakf Act, Rules and Regulations and 3 years experience in the post of L.D.C.

10.

L. D. Stenographer

1.

Pass in Higher Secondary or equivalent examination and

 

 

2.

Kerala Government Technical Examination Typewriting English and Malayalam Higher; and

 

 

3.

Shorthand Lower in Malayalam and English.

11.

L.D. Clerk

Graduation from any recognised University.

12.

L.D. Typist

1.

Pass in Higher Secondary or equivalent examination and

 

 

2.

Kerala Government Technical Examination Typewriting higher in Malayalam and English or equivalent.

13.

Clerical Assistant

1.

Pass in SSLC and eligibility test conducted by the Board; and

 

 

2.

5 years service in the post of Peon/Attender.

14.

Special Grade Attender

Grade I Attender

Pass in VIII standard, and

16.

Grade II Attender

2.

Practical knowledge in cycling.

17.

Grade III Attender

 





10. Probation.– (1) Every person appointed to any of the categories shall from the date on which he joins duty be on probation:-

(a) If recruited direct, for a total period of two years on duty within a continuous period of 3 years; and

(b) If appointed by promotion, for a total period of one year on duty within a continuous period of 2 years.

(2) The Board may extend the period of probation for a further period of one year.

(3) At the end of the prescribed period of probation or the extended period of probation, as the case may be, the Board shall consider the probationers’s suitability for the post for which he was appointed. If the Board decides that the probationer is suitabile for the post it shall decide to issue an order declaring the probationer to have satisfactorily completed his probation and conform the probationer in the said post:

Provided however that it shall be open to the Board to discharge or revert a probationer during the period of probation if the Board is of opinion that the probationer is not fit to hold the post to which he has been appointed.



11. Procedure for Appointment.– (1) The Board shall notify the vacancies in at least two Malayalam newspapers and the notification shall also contain details regarding the category of post, qualifications prescribed and the last date for receipt of application for the post.

(2)The appointment shall be based on the result in the written test and interview conducted by a sub committee constituted by the Board consisting of the following members namely:

(i) Chairman of the Board;

(ii) At least two members of the Board including the officer appointed under clause (e) of sub-section (1) of section 14 of the Act;

(iii) The Chief Executive Officer.

(3) The total marks allotted for the written test shall be 80 and the total marks allotted for interview shall be 20.

(4) The written test shall consist of questions to assess General English, Clerical aptitude, General knowledge and Numerical ability of the candidate.

(5) Notwithstanding anything contained in this regulation the Chairman may appoint, in case of emergency, persons having requisite qualifications to any of the category of posts without following the procedure for appointment:

Provided that such appointment shall not be for periods exceeding 90 days:

Provided further that the Board may make such appointments for period exceeding 90 days and not exceeding 180 days:

Provided also that the Chief Executive Officer may engage last grade servants on daily wages a period not exceeding a continuous period of thirty days
